İtalya başbakanı Giorgia Meloni, ülkenin karbon emisyonlarını düşürmek amacıyla İtalya'nın son atom santralini kapatmasından 35 yıl sonra nükleer enerjiyi yeniden devreye sokmayı planlıyor.
İtalya, Nükleer Enerjiye Geri Dönüyor
İtalya’nın enerji üretiminin yaklaşık olarak yüzde 90’ı doğal gaz ve yenilenebilir enerji kaynaklarından karşılanıyor. Kömür ve petrol ise toplamda yüzde 10’luk paya sahip. Nükleer enerji ise 1988 yılından bu yana yüzde 0. Zira İtalya, 1986 Çernobil kazasının ardından yapılan referandumda nükleer enerjiyi aşamalı olarak durdurma kararı almış ve kurulu dört nükleer enerji santralini kapatmıştı. Ülkedeki son iki santral ise 1990 yılında kapatılmıştı. Ancak ülke, yaklaşık 10 yıldır yeniden nükleer enerjiye dönmek için adımlar atıyor.
İtalya Çevre ve Enerji Güvenliği Bakanı Gilberto Pichetto Fratin, yaptığı açıklamada 10 yıl içinde faaliyete geçebilecek küçük modüler nükleer reaktörlere (SMR) yatırım yapılmasını mümkün kılacak bir mevzuat üzerinde çalıştıklarını söyledi. Bakan, 2034’e kadar SMR tipi reaktörlerin faaliyete geçmesini hedefliyor. Gelecek planlarına göre İtalya, ithal fosil yakıtlara olan bağımlılığını azaltmaya çalışırken, 2050 yılına kadar nükleer enerjinin üretimdeki payını en az yüzde 11 seviyesine çıkarmak istiyor.
Güneş ve rüzgar enerjisi kesintili üretim kaynakları olduğu için çoğu ülke hem enerji depolama tesisleri hem de karbon salınımı olmayan nükleer santrallere yöneliyor. İtalya ise yenilenebilir enerjide de ekstra zorluklar çekiyor. Ülkenin coğrafi yapısı geniş güneş paneli çiftlikleri için pek uygun değil. Uygun olan araziler ise tarım için kullanılıyor. Ayrıca İtalya, ağırlıklı olarak Çin’den ithal edilen panellere bağımlı kalmak da istemiyor.
SMR veya küçük modüler reaktörler İtalya’nın aradığı reçete olabilir. Zira bu yapılar geleneksel nükleer santraller kadar dev yapıda değiller. Sadece 4 hektarlık bir arazide 300 MW’a kadar enerji üretebilecek tasarımlar mevcut. SMR’ler
Halk Endişeli
Ek olarak İtalyanlar, 2011 yılında yapılan referandumda nükleer enerji programının yeniden başlatılmasına yüzde 90 oy ile karşı çıkmıştı. Bundan 23 yıl öncesine göre çoğu şeyin değiştiğini düşünen mevcut hükümet, güvenilir nükleer enerjinin İtalya’nın sorununa çözüm olacağına inanıyor. İtalya'nın önde gelen çevre gruplarından Legambiente tarafından yakın zamanda yapılan bir ankete göre ise halkın yüzde 75’i nükleer enerjiden şüphe duyuyor, yüzde 25’i kesinlikle karşı çıkıyor. Çalışmaya katılanların yüzde 37’si ise güvenlik sağlandığı takdirde faydalı olabileceğini söylüyor.
